Salary Range: $67,600.00 - $99,100.00 Annually Examples of Duties: Reviews studies, plans and designs for small engineering projects for transportation and public infrastructure projects, Capital Improvements Program (CIP) projects, and residential and commercial developments ; ensures compliance with City codes and standards, contract specifications, and Federal and State regulations; collaborates with staff and/or consulting engineers to resolve conflicts in plans and ensure policies, standards, and codes are met. Performs on-site reviews of site conditions and situations to determine appropriate designs, solutions, and actions. Responds to concerns from residents, police, or others and conveys complex engineering information to non-technical individuals; communicates, coordinates, and collaborates with residents, staff, developers, and community leaders. Provides technical assistance for Engineering support staff on basic technical issues using common engineering methods, practices, and principles to formulate possible solutions; collects and analyzes basic data on engineering topics or issues using available references and standard analysis tools; develops conclusions and makes recommendations to senior-level engineer, Deputy Director or Director. Drafts sections or revisions of technical documents for assigned projects including reports, maps, exhibits, presentations, and display materials; prepares draft policies, correspondence, reports, and presentations based on standard formats and readily available information; ensures project documentation is accurate and complete for review by senior-level engineer, Deputy Director or Director. Participates as a team member on assigned engineering projects and completes assigned responsibilities consistent with established standards, policies, programs, project timelines, and specifications; completes small internal projects such as research studies independently including coordinating and reviewing the work of engineering support staff, reporting findings to Deputy Director or Director. Completes research projects, including identifying data requirements, collecting and reviewing data, analyzing results and developing findings and recommendations; prepares final research documentation, including reports, presentations, and policies using a combination of standard formatting and the creation of new formats for effective communication that translates into language that is understood by non-technical staff, City Council, City leadership, neighborhood meetings, Council subcommittees and community organizations. Performs other related duties as assigned. Typical Qualifications: High School Diploma or GED. Bachelor’s Degree in Civil Engineering, Transportation Engineering or other related field from an ABET accredited educational institution. Equivalent experience will be accepted in lieu of a degree. Prior full-time experience in an engineering position working toward the requirements for a Professional Engineer’s registration preferred. Knowledge of the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) and applicable laws/regulations. Good communication skills. Under the general supervision of the City Engineer, the Project Engineer for Development & Utilities is responsible for a wide range of engineering-related tasks including but not limited to: the review and approval of private development civil plans, the formulation of City capital utility projects including oversight responsibility for consultant design and capital project management, management of chlorination requests, utility capacity studies; technical plan & report review; data analysis & management; development and maintenance of engineering standards, guidelines, and best practices; utility asset management functions; technical support for construction or other field crews; and overall support for the development and implementation of plans and programs for the Division of Engineering. The work of the Project Engineer (Development & Utilities ) focuses predominantly in the areas of site design, drainage, and stormwater management design, sanitary sewer studies and design, waterline design, and utility asset management. Essential Functions of Work Provide support for the City Engineer in project management for private development and utility projects. Manage the review of private development plan reviews, ensuring private development designs meet City engineering & construction standards. Lead and coordinate pre-construction meetings for development projects that they review. Oversee utility asset management lifecycle, including inventory, budgeting, design, and project management. Provide technical assistance to City construction inspection staff on all private development and City utility capital improvement projects during construction, including attendance at pre-construction and progress meetings. Manage consultant contracts for cleaning, televising and relining of sanitary sewers and for design of other utility capital improvement projects. Serve as the Engineering Division’s liaison to the Department of Operations for utility issues. Review & provide technical assistance to the Planning & Building Divisions on site plans, utility plans, and stormwater management plans submitted for Development proposals. Assist with right-of-way management, including but not limited to support of other City staff in the review of plans submitted by private utilities as part of right-of-way permit applications related to impacts to infrastructure under their purview (utilities, drainage structures, etc.). Assist City Engineer to develop and maintain all City engineering standards related to site design and utilities. Obtain as-built plan records for all new public infrastructure constructed as part of private development projects. Review of subdivision plats and easements for public infrastructure prior to acceptance. Coordinate with GIS staff to ensure all new public infrastructure is incorporated into the City’s GIS mapping. Perform other duties under the direction of the City Engineer as required. KNOWLEDGE, SKILLS AND ABILITIES: Ability to communicate effectively in the English language, both orally and in writing. Typical Qualifications A Bachelor of Science degree in Civil Engineering from an accredited university. Registered Professional Engineer (PE) in the State of Ohio or ability to obtain within one year of employment.
