Classification Summary
Under the direction of the Mayor, the City Engineer directs and coordinates activities of the Engineering Department; monitors completion of the City's capital improvement projects; prepares annual budget requests; performs other related duties, as required; performs and supervises complex engineering work, which includes development of engineering conditions related to land use decisions and construction permits, and oversight of capital projects; acts as a representative of the City in meetings with consultants, the public, and other agencies; supervises professional-level engineers and engineering support staff.

Essential Duties
Directs the activities of the department to include overseeing the development and administration of projects, policies, procedures, programs, goals, and objectives and presents them to executive management, Council, the public, and/or other interested parties, as necessary.

Supervises the Engineering Department staff, including preparing work schedules; directs and evaluates work/performance; manages training and professional development; enforces policies; and makes disciplinary recommendations.

Monitors construction of City capital improvement projects; serves as consulting engineer for other City departments.

Coordinates projects in the design and conception phases with City staff, government officials, consultants, architects, property owners, and/or other applicable parties.

Prepares annual budget requests for the Engineering Department and monitors expenditures.

Serves as a liaison between the Engineering Department and Council; attends Planning Commission meetings and Council meetings, other commissions, boards, and civic and professional association meetings, as requested.

Conducts research and prepares and maintains records, reports, and other related documentation. Attends Planning Commission meetings.

Minimum Qualifications

EDUCATION AND EXPERIENCE:
Bachelor’s degree in civil engineering, or equivalent, and continuous five years active practice of civil engineering experience preceding appointment, 3 years of managerial experience

CERTIFICATIONS/LICENSES:
  • Registration as a Professional Engineer in the State of Ohio
  • Valid Ohio Driver’s License or ID
KNOWLEDGE OF:
  • Principles and practices of civil engineering
  • City government structure and process
  • Design and construction standards and methods
  • Plan review, including site plan and grading plans related to planning commission duties
  • Codes, standards, ordinances, and regulations governing public works projects
  • Knowledge and completion of ODOT LPA courses
  • Storm water management plan review and SWPPP plan review, including calculation review for quantity and quality
  • Preparing, evaluating and implementing RFQ and RFP documents
  • Creating bid manuals and specifications and administration of contracts

ADA:
This position typically requires climbing, balancing, stooping, kneeling, crouching, crawling, standing, walking, lifting, grasping, feeling, talking, hearing, seeing, fingering, and repetitive motion.

LIGHT WORK:
Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work, and the worker sits most of the time, the job is rated for light work.

WORKING CONDITIONS:
Works in a public building environment where the noise level is generally moderate and in a field environment at construction sites that include exposure to adverse weather conditions, heavy construction equipment, and traffic.

Salary and Benefits
54.32 to $80.72 hourly, or $112,985.60 to $167,897.60 annually

Ohio Turnpike – Berea, OH: Traffic Safety & Innovative Technology Administrator

The Ohio Turnpike & Infrastructure Commission is seeking an experienced Traffic Safety & Innovative Technology Administrator to lead the Turnpike’s Traffic Engineering and Intelligent Transportation Systems group, including Traffic Technology Research and Implementations and other system innovations regarding traffic safety within our Engineering Department at the Administration Building in Berea, OH. This position is responsible for the management of traffic engineering, including permanent and temporary traffic control devices, crash report review, analysis and improvement recommendations, incident management, intelligent transportation systems, researching and implementation of new technology to enhance roadway safety, and develops specifications, standards and procedures for these items.

Main Job Duties:
  • Manages traffic engineering, ITS systems, and leads new roadway safety technology projects.
  • Develop and provide direct supervision to internal and external Traffic Safety and Technology staff.
  • Assist the Chief Engineer in the process of identifying projects and the process of selecting firms for these projects.
  • Assist the Chief Engineer in the planning of future traffic and safety technology projects and in the development of the budget for these projects.
  • Oversees traffic flow and volume reporting and permitted lane closure charts.
  • Reviews crash reports, performs analysis and makes recommendations upon review of crash reports, and develops and implements a road safety plan.
  • Oversees the Intelligent Transportation System (ITS), connected vehicle, traffic management system and recommends improvements and guides implementation process.
  • Development of traffic control Standard Operating Procedures (SOPs), Special Provisions and Standard Drawings.  This includes signs, pavement marking, speed limits, regulation compliance, etc. for both permanent and temporary traffic control.
  • Coordinates and reviews the Maintenance of Traffic (MOT) and Traffic Control used in construction work zones.
  • Assists in reviewing, coordinating and resolving MOT and traffic issues with consulting engineers, contractors, Ohio Turnpike Maintenance, and Highway Patrol.
  • Oversees the Traffic Incident Management (TIM) process and recommends improvements and guides implementation process.
  • Coordinating work orders with the Maintenance Engineer for the repair, replacement, and installation of all traffic control devices.
  • Responds to questions and inquiries from the public, contractors, consultants, and agency staff in area of expertise.
  • Participate in Statewide committees regarding Traffic Safety, MOT, ITS and CAVs.
  • Provides technical assistance in preparation of public education materials, outreach documents, and public meeting presentations.
  • Performs any other duties as may be assigned by the Chief Engineer.

Minimum Qualifications:
  • Bachelor of Civil Engineering degree with licensure as a Professional Engineer in the State of Ohio is preferred.
  • Registration as a Professional Traffic Operations Engineer (PTOE) is encouraged.
  • Seven (7) years’ experience in the application of the Manual of Uniform Traffic Control Devices (MUTCD) and Ohio Department of Transportation Traffic Engineering Manual (TEM).
  • Must have a working knowledge of AASHTO Roadside Design Guide and Policy on Geometric Design of Highways and Streets.
  • Affiliations with the Institute of Transportation Engineers, Intelligent Transportation Society America, National Highway Traffic Safety Administration, etc. are preferred.
  • Must have knowledge in or obtain knowledge in the Hazardous Materials Regulations and Federal Motor Carrier Safety Rules.
  • Experience with Geographic Information Systems (GIS) preferred.
  • Strong written and verbal communication skills, strong problem-solving skills, and the ability to develop and implement process improvements required.
  • Must possess and maintain a valid Ohio driver’s license.
Unusual Working Conditions:
The predominant work environment is the office; however, the work environment includes driving and field reconnaissance during the day and night. Must be able to navigate construction work sites on foot.  Some climbing of ladders or obstacles may be required.  May require travel; may work varying hours.

Under the general supervision of the City Engineer, the Project Engineer for Development & Utilities is responsible for a wide range of engineering-related tasks including but not limited to: the review and approval of private development civil plans,  the formulation of City capital utility projects including oversight responsibility for consultant design and capital project management, management of chlorination requests, utility capacity studies; technical plan & report review; data analysis & management; development and maintenance of engineering standards, guidelines, and best practices; utility asset management functions; technical support for construction or other field crews; and overall support for the development and implementation of plans and programs for the Division of Engineering.

The work of the Project Engineer (Development & Utilities ) focuses predominantly in the areas of site design, drainage, and stormwater management design, sanitary sewer studies and design, waterline design, and utility asset management.
 
Essential Functions of Work

Provide support for the City Engineer in project management for private development and utility projects.

Manage the review of private development plan reviews, ensuring private development designs meet City engineering & construction standards.  Lead and coordinate pre-construction meetings for development projects that they review.
 
Oversee utility asset management lifecycle, including inventory, budgeting, design, and project management.

Provide technical assistance to City construction inspection staff on all private development and City utility capital improvement projects during construction, including attendance at pre-construction and progress meetings.
 
Manage consultant contracts for cleaning, televising and relining of sanitary sewers and for design of other utility capital improvement projects.
 
Serve as the Engineering Division’s liaison to the Department of Operations for utility issues.

Review & provide technical assistance to the Planning & Building Divisions on site plans, utility plans, and stormwater management plans submitted for Development proposals.
 
Assist with right-of-way management, including but not limited to support of other City staff in the review of plans submitted by private utilities as part of right-of-way permit applications related to impacts to infrastructure under their purview (utilities, drainage structures, etc.).

Assist City Engineer to develop and maintain all City engineering standards related to site design and utilities.

Obtain as-built plan records for all new public infrastructure constructed as part of private development projects.

Review of subdivision plats and easements for public infrastructure prior to acceptance.

Coordinate with GIS staff to ensure all new public infrastructure is incorporated into the City’s GIS mapping.
 
Perform other duties under the direction of the City Engineer as required.
